U.S. board urges cell-phone ban for new teen drivers
If cell phones are too distracting to drivers, then shouldn't there be a ban urged for all drivers, not just teens? Either they do distract you or they don't. They don't distract teens more than adults. Actually, I'm sure someone could make an argument that they distract teens less, since they will learn how to drive and talk on the phone at the same time right from the beginning and will be more used to it. Anyway, I just think we should be more serious about punishing bad drivers, whether they cause accidents or not, and no matter what the reason for their bad driving is, whether it's cell phones, drinking, putting on makeup, reading, whatever. Clearly cell phones are distracting, but I don't see any reason to punish people who are able to talk on their cell phone and still drive safely. A lot of things can be distracting to a driver. We shouldn't be trying to guess what will be the most distracting, or who will be the most distracted, we should have standards for how people drive, and if those are met, that should be the important thing.

Substitute 'talk on their cell phones' with 'be drunk.' Does that seem reasonable? Isn't at least part of the point of such bans (driving while drunk/high/on cell phone/etc) to prevent dangerous situations from becoming deadly situations? Are we really able to decide who has the ability to chatter away and be able to deal with a bad situation a priori?
Either they do distract you or they don't. They don't distract teens more than adults.
While it is true that cell phone use will be distracting to all people, it is not true that all people can handle that distraction equally well. Teen drivers are vastly over-represented in car crashes. That makes sense, as they are learning a relatively complex task, and do not have as much experience in parsing the large stream of information coming in. Adults tend to be better at knowing what bits are most important, and thus tend to be safer drivers.
Teens are more easily distracted due to this (by, say...cell phone usage), and thusly you can say they distract teens more than adults. You can (and many have) quantify the decrease in teen accident rates with the implementation of graduated licensing programs that limit teens to safer driving situations for certain lengths of time.
As for punishing bad drivers, sure we should. But we should also take reasonable steps to prevent behaviors that lead to bad driving. That's pretty much the logic for DWI/DUI laws.
As for guessing which distraction is greatest, I agree we shouldn't. And actually, we don't. There are numerous public health and driving safety studies aimed directly at determining what kinds of activities are most distracting, and it turns out that cell phone use (with or without a hands-free device) is one of the worst.
Of course drunk driving should be against the law, but it's not the same as just being distracted, since it physically inhibts the ability to respond. A better analogy would be someone putting on makeup or talking to a passenger, are we going to outlaw that?

Does the nature of the inhibition really matter? Alcohol impairs judgement and slows reaction time. Cell phone use (as well as any other distraction) impairs ability to respond, and slows reaction time. There was a widely publicized study out of Toronto that quantified the effect of cell phone use on driving, and found that it was similar to the effect of having a BAC at the legal limit (something on the order of 4 to 5 times more likely to get into an accident than normal). The abstract from the New England Journal of Medicine.

I would argue, and studies seem to back me up on this, that cell phone use is a somewhat distinct type of distraction due to a few factors. Relative to make-up/eating/shaving, cell phone use can be, and frequently is extended in terms of time of activity. A passenger, as opposed to a cell phone conversant, is still in the car, still able to see the driving situation, even able to help out ("watch out for that car...." or just shutting up when things get hairy). Cell phone conversations also are limited in terms of informational bandwidth, and thus require more cognitive effort than a passenger. With the guy next to you, you can see his face, read his body language, see gesticulations, etc. On a cell phone you only have the sound of a voice to determine what is communication is happening. People will often use their mind's eye to fill in details, imagine what the person is acting like, where they are, etc etc, all of which is cognitively complex, and reduces your ability to pay attention to the driving situation. In fact, the use of hands-free devices does not seem to affect risk at all, suggesting the fumbling with a cell phone to dial/answer/hold is not where the real problem is.
Outlawing all distractions *would* be safer, but is simply not possible, nor reasonable in our society. However, picking out particularly dangerous ones is probably not such a bad idea. Intoxication being one we've accepted, and cell phone use being one that seems to be gathering some level of support.

I don't think that is known. These kinds of studies are not easy, as the information is hard to come by (ie police officers responding to accidents only recently started documenting whether cell phones were present or involved). The above linked NEJM article found no link to age, but that does not mean that teen drivers arent more at risk. Their sample of young drivers was very small (only 67 drivers under 25, and they segment years of experience into decades), so there just isn't enough information to make a conclusion about teen drivers. I would bet that studies will show that teens are more susceptible to cell phone distraction, simply because they are more susceptible to all distractions.
That speculation being made, I would agree that banning cell phone use while driving would probably be a good thing to do from a public health standpoint. The practicality of doing so, though, is not so clear. Perhaps the best plan of action is to target the highest risk population, and focus there first. Picking your battles so to speak.
I just don't think I see any reason why cell phones are any more distracting than other things people regularly do while driving. I could be wrong, I suppose, but I just don't buy it. And I absolutely don't think they're particularly distracting to teens, I think they're picking on them because they're an easier target, rather than a higher risk.
Teens are in a world of their own. They are the least experienced drivers on the streets. Inexperienced drivers tend to follow too closely, stop too late, and drive too quickly. Due to their inexperience, they are also the most likely to overestimate their abilities to handle a situation and the least likely to handle a situation well. They certainly don't need the distractions of cell phones. I will definitely say most drivers don't need the distractions of cell phones. I know I've been on the phone before and arrived at my destination without a memory of how I got there. Cell phone usage distracts more than anything else you do in the car. And for a teen who has no sense of his own mortality...
