How the fuck can you be stunned?

I didn't feel like reading this entire article, because I'm sure it would just be depressing, but I thought this part was strange (emphasis mine):

Bolton, widely considered the most unilateralist and least diplomatic of senior U.S. officials during Bush's first term, will have to be confirmed by the U.S. Senate where some Democrats, a few of whom were said to be stunned by the nomination, are expected to put up a fight.

Ummm, how the hell can you be stunned by any nomination this guy offers up? And it's your own fault, you confirmed the incompetent liar as Secretary of State and the guy who looks for loopholes in the law in order to justify toture as Attorney General, not to mention the new Homeland Security head who only looked good by comparison because the first guy looked so bad. So go ahead and confirm this guy too since it's inevitable, but I don't want to hear how stunned the Democrats are.
